PLANNING COMMITTEE
Minutes of the meeting of the Planning Committee held at 7.00pm on Thursday, 18 September 2003 at The Institute. Councillor Warrick, Chairman, presided over Councillors Blessett, Shinkins, Stevens and the clerk. Five members of the public were present.
027 APOLOGIES FOR ABSENCE were received, and the reason accepted, from Cllr Griffiths due to a family holiday.
028 DECLARATIONS OF INTEREST
Members notified interests in the following items, completed the Register accordingly and in the case of prejudicial interests, left the meeting whilst the item was debated thereby taking no part and having no influence in the outcome:

029 MINUTES OF THE PREVIOUS MEETING
The minutes of the meeting held on 21 August 2003, having previously been circulated, were approved as a true and correct record and signed by the Chairman.
030 ORDER OF BUSINESS
Under Standing Order 22(d) it was proposed by Cllr Warrick, seconded by Cllr Blessett and unanimously agreed to alter the order of business by dealing with agenda items 5 – 8 before item 4 and varying the order of item 4 in view of the prejudicial interest notified on application S03/0973.

032 LOCAL PLAN CONSULTATION
The Committee considered how it would gather public opinion on the proposals contained in the review of the Draft Local Plan, which was anticipated to be published during winter 2003. It was proposed by Cllr Warrick, seconded by Cllr Stevens and unanimously agreed to recommend that:
033 POLICY ON PLANNING BREACHES
It was agreed that a policy statement was required setting out how the Council will react to notifications of perceived and/or actual planning breaches. It was agreed to recommend that the clerk be given delegated powers to deal with all such notifications by directing them to the Enforcement Officer at South Kesteven District Council without discussion or comment by the Council unless so requested by the Enforcement Officer.

Objection The proposed site is a service yard for the shop units with barely sufficient parking for the shops and existing flats. The site cannot cope with an additional traffic generator so close to a large primary school and the reduction in availability of car parking spaces would exacerbate the situation. There is no additional parking provided to compensate for this and the plans take no account of the existing wooden store within the service yard, nor the waste skips needed for the fast food and other shop units within the existing development. The proposed structure is well in front of the established building line which has been consistently maintained along the entire length of this part of Manor Way and the Parish Council considers this to be an over-intensification of development on the site. There is no flood risk assessment provided, contrary to PPG 25 and there is already evidence of pooling of surface water in this area |
