DEEPING ST JAMES PARISH COUNCIL

Minutes of the Meeting of the Parish Council held at The Institute on Thursday, 30 March 2001 immediately after the Annual Parish Meeting, commencing at 9.35pm.

Councillor P M Dilks, Chairman, presided over Councillors D Abel, R Auger, V Bulmer-Jones, A Chambers, S Fisk, P Hill, J Lewis, K Shinkins, J Stevens, A Thompson, G Walker, M Warrick, M Watkins and the Clerk.

1 member of the public remained after the Annual Parish Meeting.

1 PRESENTATION BY P.C. FRENCH, COMMUNITY SAFETY OFFICER

P.C. French advised members of problems concerning youths in the vicinity of the play area off Crowson Way/Thackers Way, which bore out the complaints made by residents at the Annual Parish Meeting. He explained that he had been trying to get S.K.D.C., the land’s owners, interested in a scheme to provide a youth shelter which should draw the youths away from the shops and children’s playground. Unfortunately, progress was very slow and his purpose in addressing the meeting was to ask the Parish Council to become involved and hopefully move the matter forward. All the indications were that where installed in other areas, these shelters had been very successful and it was understood local youths had responded favourably when asked if this was something that they would welcome. Members agreed that there is a distinct lack of facilities for older children in the age range of 13 – 17 and agreed to study the material provided by P.C. French and discuss the issue at the next meeting.

3 MINUTES OF THE PREVIOUS MEETING

The Minutes of the previous meeting held on 22 February 2001 having been circulated beforehand, were approved as a true and correct record and signed by the Chairman.

4 MATTERS ARISING OUT OF THE MINUTES

Recreation Grant Aid

L.C.C. has confirmed that an award of £2,147, together with a further £1,073 from S.K.D.C., has been granted towards the proposed re-surfacing works at the Youth Centre playground. This will enable a wider range of outdoor activities to take place. The Parish Council will be responsible for the remainder of the project costs.

Cemetery grass cutting

A quote from Garden Groomers in the sum of £240 + VAT per visit (+6.7% increase from 2000) was unanimously accepted.

Tourism Working Party

Members heard additional information provided by the Group concerning its inception and ethos, in that the objectives of the Group were to promote tourism across The Deepings by making policy decisions that the Deepings Management Partnership would then follow in the course of their activities. It was also expected that future meetings would not be held at lunchtime. In the light of this additional information, members agreed that the Council should be involved and Councillor Fisk was nominated as its representative, subject to being able to attend meetings.

Minute 8.1 dated 25.11.99 determined that Council meetings should not normally extend beyond 10pm. At this point (9.55pm) and in view of the exceptional circumstances, it was proposed by Councillor Lewis, seconded by Councillor Auger and carried unanimously to complete the agenda as far as ‘Accounts for Payment’ and defer remaining items to the next meeting with the intention that the meeting should close at approximately 10.30pm.

5 CORRESPONDENCE

Market Deeping C.C.

The Cricket Club has reached its target for an all-weather pitch and gratefully acknowledges the support of the Council through its donation of £500. An invitation to the formal opening of the pitch on 16 June 2001 will be issued in due course.

Deepings Management Partnership

The Chairman of the Partnership has declined to provide copies of correspondence on issues that affect this Council’s activities and its residents, the aim being to avoid duplicity of effort. Members noted the comments. Clarification concerning the status of the Partnership had also been received, together with a copy of the Terms of Reference. It was noted that the Partnership had been brought about by a S.K.D.C. initiative rather than a directive from central Government.

Football Pitch hire

The Head of Leisure Services, S.K.D.C. has responded to the Council’s concerns regarding pitch availability for local teams. He has confirmed that pitches will not be block-booked by organisations such as Peterborough Utd in future and that the Centre Manager will be asked to pay particular attention to the needs of local teams. This Council’s contribution, through the lease of land to L.C.C., is recognised but a more formal Constitution regarding operational aspects appears to have been lost as a result of organisational changes over the years. Mr Slater will be attending the June meeting to discuss this and other aspects of the Leisure Centre’s future.

Crowson Way Play area

A letter from Samantha Allison, aged 11, of Pendlebury Drive was read out. She is particularly concerned about the amount of graffiti and dog fouling which is preventing her from playing in this area. Members congratulated Miss Allison on a splendid letter and agreed to take up the matter with S.K.D.C., the land’s owners.

Foot & Mouth Outbreak

The Clerk advised members of the action taken by L.C.C. regarding the closure of cross- field footpaths. Members agreed that at the outset of the crisis, this had been a proper response but as there were no confirmed cases in the area and none of the land concerned holds livestock, the paths should be re-opened. The Clerk was instructed to write to L.C.C. requesting removal of the ban. Organisers of the Raft Race had also sought the advice of the Council regarding their event in August. Members agreed that the event was a great occasion for The Deepings and whilst not qualified to make a judgement on the matter, very much hoped it would go ahead. It was noted that the Deepings Show planned for June had been cancelled.

Wind turbines

The concerns of a Spalding resident regarding proposals for a wind farm at Deeping St Nicholas were noted. The proposed site is well away from this parish.

Countryside Agency

The Council responded to a survey undertaken by the Countryside Agency. This was gratefully received and a summary of results will be available later in the year. Pamphlets concerning the Countryside and Rights of Way Act 2000, detailing new rights and responsibilities, were also made available

Code of Conduct

The draft model code of conduct for parish councils, part of the Local Government Act 2000, has been received for comment. Members were content to allow the Association (L.A.L.C.) to respond on the Council’s behalf.

Notice of election

Elections for seats on Lincolnshire County Council will be held on 3 May 2001. The new ward of Deeping St James will be contested for the first time.

Planning Services

A Best Value review of Planning Services at S.K.D.C. will shortly be undertaken. Councillor Warrick and the Clerk will complete a questionnaire relating to this.

Pension Fund

The annual report and accounts to 31 March 2001 were made available. The Clerk will complete the accompanying questionnaire.

Schools organisation

The Organisation Plan 2000–05 was made available. This highlights that action will be required to address a potential shortage of secondary school places in this area.

Cemetery seat

An anonymous complaint concerning youths congregating around the seat nearest Hereward Way was heard. Members were concerned that the area around the light was damaged and would ensure this was rectified but felt that the seat, which is not on a grave, was in the most appropriate place and do not propose to move it. Litter bins are available and are regularly emptied.

Police Authority

The Council was unsuccessful in its bid to the Community Safety Fund for assistance towards the C.C.T.V. camera in Manor Way.

Post Office network

A newsletter concerning Government policy with regard to the network, particularly in rural areas, was made available.

Church Street

The Highways Surveyor has stated that a safety audit of the crossing points near 10 Church Street and The Cross shows these are in the correct place. His recommendation would be to remove them if the Council was still concerned but it was agreed instead to press for a widening of the pavement on the corner to enable a better crossing point to be installed.

With regard to application S01/0207 by Mr Chung of 34 Church Street to build a two storey dwelling and replacement kitchen at the rear of takeaway premises, it was unanimously agreed to submit an objection on the grounds that a) lack of parking facilities for occupants of dwelling – on street parking is extremely restricted in the immediate vicinity, b) cramped form of development not in keeping with surrounding (conservation) area and c) no recreation area for occupants and lack of kitchen within dwelling.

8 URGENT NOTICES

Play provision

Councillor Shinkins sought permission for the Clerk to discuss with the Auditor how the Council’s budget for play provision might be utilised prior to the issue being discussed as an agenda item at the next meeting. This was unanimously approved.

P.A.T.A.C. Meeting

Councillor Lewis requested that the paper concerning the recent P.A.T.A.C. meeting, which had been distributed during the evening, be retained for the next meeting.

Rural White Paper Seminar

Councillor Lewis asked whether members had any questions they wished to be raised at the forthcoming seminar, which he was attending on the Council’s behalf. It was agreed that the report produced after the Meeting of Councillors, held on 8 February 2001, should be used to highlight areas of particular interest and concern.

30 m.p.h. speed campaign

Members were advised of the arrangements for the campaign, which will be held during week commencing 23 April 2001. Volunteers offered to assist with the erection of signs, their removal at the end of the campaign and to attend the official launch.

There being no further business of an urgent nature, the Chairman closed the meeting at 10.40pm.
